Barcelona Zona Franca open prison will welcome its first inmates in September 2026, becoming Catalonia’s largest facility for prisoners in the third degree of penitentiary classification.

The innovative facility, currently under construction near the Zona Franca metro station, represents a significant shift in rehabilitation approaches. According to official planning documents, the centre will accommodate 800 residents in a radically different environment from traditional prisons.
Barcelona Zona Franca Prison Design Philosophy
The facility deliberately lacks perimeter walls, security fences or razor wire. Consequently, internal security measures appear far less intrusive than in conventional prisons. Rosa Maria Martínez, head of Open Environment Services at the General Directorate of Penitentiary Affairs, explains the architectural philosophy. “We want it to integrate into the city, just like any other building,” she states. “This approach avoids labelling residents and helps them feel like ordinary citizens who need to work on certain aspects of their lives.”
Furthermore, the design reflects its specific purpose for third-degree prisoners. These individuals typically only sleep at the facility during weekdays while working or studying externally. Therefore, the Barcelona Zona Franca open prison won’t include sports facilities, workshops or extensive recreational areas found in traditional institutions.
Capacity And Residential Features
The new facility will consolidate prisoners currently housed at Trinitat and Wad-Ras prisons, adding 200 additional beds. This expansion will enable the permanent closure of Trinitat Vella prison. The 800 residential places distribute across two independent modules, each accommodating 400 residents across four floors.
Each floor subdivides into two autonomous spaces for 50 residents. Rooms contain four bunk beds but lack external locks and private bathrooms. Instead, residents share bathroom facilities within their corridor. Meanwhile, ground floors host communal areas including dining rooms, libraries, gyms, training classrooms and television rooms.
The Barcelona Zona Franca open prison represents part of broader urban developments in the area. Additionally, the facility’s location near transport links reflects its operational requirements for residents commuting to external employment.
Daily Life And Technological Access
An innovative aspect involves mobile phone permissions. Residents may possess basic mobile devices without internet connectivity or cameras. This policy enables telephone calls and text messaging while maintaining security parameters. Those without personal devices or financial means can request temporary access through prison management.
Martínez emphasises how environment influences behaviour. “The scenario, how you live and where you live often modulates behaviour,” she concludes. “Having friendly, dignified spaces helps maintain much more normalised behaviour.” This philosophy extends throughout the Barcelona Zona Franca open prison design, from the absence of traditional security features to the residential-style accommodation blocks.
The staffing model will evolve alongside prisoner numbers. Currently, 113 workers manage 600 third-degree prisoners across existing facilities. This includes 65 rehabilitation specialists and 48 interior surveillance staff. The final Barcelona Zona Franca open prison team will expand proportionally to meet the increased capacity when operations commence in 2026.
