Barcelona ombudsman David Bondia has issued a formal demand for the City Council to permanently resolve the persistent foul odours plaguing Poblenou’s pneumatic waste collection system.

The Sindicatura de Greuges de Barcelona confirmed that existing measures have proven ineffective against the noxious smells emanating from the Parc del Centre waste station in Sant Martí district.
Consequently, the ombudsman’s office has called for intensified repairs to all damaged pipes and collection points.

Furthermore, they’ve recommended exploring alternative waste collection systems if the problem persists when warmer weather returns.
Barcelona Ombudsman Confirms Widespread Complaints
The resolution follows two formal complaints from residents about the ongoing odour issues. According to official documents, the council received over forty complaints during 2024 and the first half of 2025 alone.
Technical inspections revealed a staggering forty-four sections of damaged piping requiring immediate repair. Therefore, municipal technicians have implemented additional control measures and preventive maintenance protocols.
Meanwhile, the waste management company replaced filters in September 2024 and increased cleaning frequency in affected areas. Additionally, they reduced station door opening times in an attempt to contain the odours.
Preventive Measures and Community Responsibility
The council has now scheduled filter replacements for April or May in coming years, coinciding with rising temperatures. They’ve also planned a comprehensive installation evaluation to assess alternative solutions.
Moreover, internal camera inspections will monitor pipe conditions as part of the pneumatic collection improvement plan. Collection times may also shift earlier than the current 7am schedule.
The ombudsman emphasised that damaged collection points often result from inappropriate waste disposal. Accordingly, they stressed the need for greater community responsibility in waste management practices.
This situation reflects broader urban challenges facing Barcelona’s neighbourhoods. Similar issues with infrastructure projects affecting residents’ quality of life have emerged across the city recently.
