The conflict centres on a dead-end street at 10 Santcliment Street. This location is just blocks from the Eixample district. While the area contains roughly 40 humble homes, daily life is disrupted by one specific flat. Therefore, the council’s intervention is crucial.

Raval Drug Den: Absent Owners and Years of Neglect
The property has a complex history of ownership. This history has made eviction difficult. A bank foreclosed on the flat decades ago, but the original resident remained as a squatter. According to local reports, the occupant did not leave when the property was sold to an investment fund. Moreover, they remained when it was resold to a second fund in late 2022.
Drug sales reportedly began around the time of the last sale. Neighbours and building managers say the current owner has been impossible to contact until very recently. The fund has allegedly failed to pay community fees. Additionally, it has ignored attempts to discuss the situation. This type of operation is often part of a larger trend. Law enforcement observes youth gangs evolving into organised crime syndicates across the region.
Building managers told La Vanguardia that they spent years trying to locate the owners. They eventually found a phone number for the management company. This discovery happened after extensive searching.
Municipal Rescue Plan for the Raval Drug Den
Following a meeting between residents and district representatives, the council has outlined a plan. This plan aims to reclaim the space. Municipal sources confirmed that Mayor Jaume Collboni’s administration intends to pressure the investment fund. The goal is to stop the neglect of its property.
Immediate security changes are already underway. The Guàrdia Urbana will increase its presence inside the passage itself. Because the street is private, patrols previously stayed at the entrance. This allowed the cul-de-sac to become a hideout for criminal activity. The focus on police presence addresses persistent activities. Crime data reveals that just twelve individuals accounted for 475 arrests in Catalonia in a single year.
Revitalising the Neighbourhood After the Raval Drug Den
The council’s intervention extends beyond policing. The plan envisions the acquisition of an abandoned warehouse and a vacant lot. These sites are in the same area and will be acquired before Easter. Currently, they serve as dumping grounds. Furthermore, they are frequently used by customers of the drug den.
Once acquired, the city intends to demolish these structures and clean the land. Officials are discussing potential future uses with residents. Social housing is emerging as a popular proposal among locals. Meanwhile, neighbours are organising a community association. This association will better manage the shared spaces in the future.
