Barcelona retailers are demanding urgent action against repeat offenders as security concerns escalate in the city’s commercial districts.
Business associations Barcelona Oberta and Amics de Passeig de Gràcia issued a joint statement yesterday calling for a “more decisive” judicial response to combat what they describe as a “growing threat” of multiple repeat offenses.
According to the latest available municipal survey, insecurity linked to repeat offenders tops the concerns of 26.5% of Barcelona residents.

This comes despite general crime rates showing slight improvement across the city.
Barcelona Retailers Highlight Judicial System Failures
The associations point to a recent case that has generated deep unease among shopkeepers and residents. As reported by La Vanguardia, a Barcelona judge recently released two alleged thieves specialising in luxury watch thefts. Shockingly, both individuals accumulated 52 previous arrests between them.
“The system fails when it allows people with dozens of arrests to continue acting with impunity,” stated Gabriel Jené, president of Barcelona Oberta. Furthermore, retailers emphasise that a 2022 Penal Code reform specifically designed to combat repeat offenses for minor thefts has failed to make an impact on the streets.
Theoretically, this modification should allow courts to impose prison sentences of between six and 18 months. However, in practice, business owners report seeing no tangible improvement in security situations.
Growing Public Pressure for Security Solutions
The security concerns expressed by Barcelona’s business community reflect broader public sentiment. Consequently, both associations are calling for increased material and human resources in courts to ensure procedures for minor or less serious crimes can be processed within established timeframes.
Additionally, they stress the need for closer coordination between the Public Prosecutor’s Office, judiciary, and police forces. “Citizens demand that justice acts firmly against those who have made theft their way of life,” denounced Lluís Sans, president of Amics de Passeig de Gràcia.
The organisations have also expressed support for amendments presented by Junts and the Partido Popular in Congress. These proposals aim to toughen the Penal Code regarding repeat offenders, ensuring that future reforms are “not merely symbolic, but operational and tangible.”
This development comes amid growing public demands for enhanced security measures across the Barcelona metropolitan area. As Barcelona retailers continue to voice their concerns, pressure mounts on authorities to address what many perceive as a systemic failure in handling persistent criminal behaviour.
