Rodalies de Catalunya has officially taken control of Catalonia’s commuter rail network. The Generalitat and Renfe signed the deed of constitution for the new mixed management company on Friday. Consequently, this marks a definitive step in transferring rail competencies from the Spanish state to the Catalan government.

Territory Councillor Sílvia Paneque and Renfe President Álvaro Fernández finalised the agreement before a notary. This followed a public presentation earlier in the week involving Catalan President Salvador Illa and Spanish Transport Minister Óscar Puente. Therefore, the new company will now oversee daily operations of the suburban rail network serving millions of passengers.

Will Rodalies de Catalunya improve train services immediately?

Officials have moved quickly to manage passenger expectations regarding notorious delays and incidents. During the signing, Councillor Paneque stated that while the legal transfer is complete, operational changes will not happen overnight.

She emphasised that Rodalies de Catalunya aims to improve reliability in the medium and long term rather than offering instant fixes. Such improvements are urgently needed to address the recent decline in Rodalies ridership. In the official press statement, Paneque noted that the constitution of the firm “is not just a slogan” but a responsibility to deliver results over time.

Who is leading Rodalies de Catalunya?

The board of directors held its first meeting immediately after the signing ceremony to appoint the leadership team. Òscar Playà has been named as the Chief Executive Officer of Rodalies de Catalunya. Playà brings significant technical experience to the role, having previously served as the director of the Barcelona Metro network for TMB (Transports Metropolitans de Barcelona).

Councillor Paneque will serve as the company’s president. Meanwhile, the board includes representatives from both the Catalan administration and the Spanish state operator to ensure shared governance. The Generalitat’s appointees include Pere Macias, the current commissioner for the Rodalies transfer, and Marc Sanglas, a former Secretary of Mobility.

Renfe has appointed several high-level executives to the board. These include Marta Torralvo, the current financial director of Renfe Operadora, and Miguel Ángel Vicente, director general of Renfe Passengers. In addition, the inclusion of technical directors from engineering and maintenance sectors suggests a focus on infrastructure reliability.

This legal structure allows the Generalitat to take a direct role in decision-making regarding timetables, customer service, and investment priorities. Previously, these were controlled exclusively from Madrid. However, it remains unclear how this new governance will impact ticketing, particularly following the recent fare increases on Barcelona’s integrated transport network. The mixed company model is designed to facilitate the complex separation of assets and responsibilities between the state and the autonomous community.

The new management team will now begin the practical work of integrating systems and staff. For context, this is happening alongside other significant regional transport initiatives like the major infrastructure project to connect Barcelona-El Prat Airport to the Rodalies network. Furthermore, announcements regarding specific operational plans are expected as the board establishes its working protocols.
