Furthermore, the updated strategy incorporates an additional €1.7 billion recently announced by the central government. Therefore, the total investment for the 2020–2030 decade reaches approximately €8 billion.

The Rodalies Investment Plan Doubles Down on Maintenance

The revised Rodalies investment plan arrives amidst a crisis of confidence in the network. This situation was highlighted by the recent fatal accident in Gelida. In response, officials have earmarked €1.34 billion specifically for infrastructure maintenance and renewal. Minister Paneque noted this figure is “double” the amount allocated in the previous five years.

While both administrations clarified that the strategic shifts were decided in October, Paneque admitted that continued disruptions since the Gelida incident have “made evident” the urgent need to prioritise resilience. These service issues also recently led to a government offer of compensation for severe service disruption to affected passengers. Moreover, the maintenance budget will fund critical reinforcements to bridges and tunnels. This includes works in the Garraf and Argentera tunnels and the stabilisation of embankments to prevent landslides.

New Trains and Increased Capacity in the Rodalies Investment Plan

Beyond repairs, the Rodalies investment plan aims to expand the system’s capacity significantly between 2026 and 2030. A key component is the introduction of 53 new trains. These will replace ageing rolling stock and allow for increased service frequency.

The upgrade targets the busiest commuter lines—the R1, R2, and R4. The objective is ensuring all trains on these routes operate with double composition to maximise passenger space. To support this larger fleet, €517 million will be invested in expanding train parking facilities.

Infrastructure Projects and Accessibility Under the Rodalies Investment Plan

Major engineering works remain a cornerstone of the decade-long strategy. The Rodalies investment plan allocates €500 million to continue the massive construction project at La Sagrera and to remodel various stations. Notable interventions are scheduled for Barcelona Sants, Camp de Tarragona, and Sant Feliu de Llobregat, among others.

Safety improvements include raising the railway bridge over the Besòs river in Sant Adrià to mitigate flood risks. Additionally, upgrades to signalling and telecommunications systems are planned.

Accessibility remains a priority. Santano reported that 92 of the 110 stations in the Barcelona area are now fully accessible. However, he noted that Sant Pol is the only station where no project is currently underway or being drafted.

Reversing ‘Decades of Disinvestment’ with the Rodalies Investment Plan

Reflecting on the progress so far, Santano highlighted that 76% of the initial €4 billion planned for the first half of the decade has been tendered. He described the new measures as a “definitive impetus” for the network.

Minister Paneque defended the current trajectory. She stated that the administration is working to “reverse decades of disinvestment” in the region’s railways. She argued that the execution data proves Rodalies has become a priority, citing a “clear acceleration” compared to previous eras.
