A dispute between national rail operator RENFE and the SEMAF train drivers’ union is preventing the full restoration of Rodalies R4 service and causing ongoing disruptions on the R2 Sud line, affecting thousands of commuters across the Barcelona metropolitan area.

The union has refused to validate new schedules for the alternative transport plan (PAT) related to works in the Garraf tunnels. Railway sources stated that drivers’ unions rejected the schedules. They claim RENFE delivered these plans without sufficient prior notice.

TV3 reported the conflict initially stemmed from safety concerns. However, it now centres on a dispute over driver positions. This relates to the 1,200 contracts agreed with the Spanish Ministry of Transport, according to Rodalies de Catalunya. SEMAF demands more incorporations to meet service needs.

Union Refuses New Schedules

SEMAF, a major union, has not approved the line graphics. These graphics define the services and timetables drivers must follow. This ongoing disagreement prevents the normalisation of rail services. A meeting is scheduled between RENFE and the drivers to approve the driving graphics and resolve the situation.

The service disruptions impact several Rodalies lines. On the R4, the double track in Gelida has been operational since 14 March. Despite this, only some regional and freight trains are running. The section between Martorell Central and Sant Sadurní d’Anoia continues to operate with coaches. SEMAF has validated regional services but not Rodalies services for this section. The Generalitat had announced service resumption for 16 March, but later rectified this.

Ongoing Disruptions on R4 and R2 Sud

The situation also affects the northern section of the R1 line. Trains on this line only reach Blanes. A shuttle train runs every 90 minutes to Maçanet. Complementary bus services are also in operation. This occurs despite the infrastructure allowing for the previous service offer.

On the R2 Sud line, the union has not validated the new plan. This plan adapts to the single track operation for works between Garraf and Sitges. Consequently, the old timetable remains in effect. This causes extended waiting times, delays, and increased journey durations. This situation has persisted since 16 March. Officials expect the works to continue until summer.

Commuters Face Extended Delays

The Plataforma del Transport Públic (PTP) has expressed regret that users are the primary victims. They cite conflicts and poor system management as the causes. Adrià Ramírez, a spokesperson for the PTP, demanded a swift solution. He also called for measures to normalise the service. Ramírez highlighted that the R2 Sud has experienced months of deficient operation. He also noted the R4 Sud remains partially interrupted.

User platforms also report frequent non-compliance with timetables. Some trains shorten their routes to avoid delays, leaving passengers stranded mid-journey. Additionally, the network remains vulnerable to incidents. This week saw interruptions due to fallen trees. More than two hundred temporary speed limitations further hinder service across the network.
