Santa Coloma low emission zone enforcement will commence on December 31, 2025, marking the final implementation phase for the northern Barcelona municipality’s environmental traffic restrictions.

The city becomes the last in the Barcelona Metropolitan Area with over 50,000 inhabitants to activate its ZBE, doing so just hours before the January 1, 2026 deadline set by Catalan regulations.
Santa Coloma low emission zone covers entire urban area
The new restrictions will affect 6,580 vehicles without environmental labels, representing 13.5% of the 48,744 registered vehicles in Santa Coloma. Furthermore, these measures will operate between 7:00 and 20:00 on working weekdays across the entire 4.2 square kilometre urban core. Consequently, residents and visitors must plan their journeys accordingly to avoid penalties.

According to the technical project developed by the Barcelona Metropolitan Area and the Institut Metròpoli, the municipal ordinance received initial approval during the October 20 plenary session. The definitive approval is expected in November, providing a clear timeline for implementation.
Meanwhile, the regulations follow a phased approach similar to other Catalan municipalities. Therefore, from January 1, 2028, restrictions will extend to vehicles with yellow B labels, affecting approximately 13,795 additional vehicles. This gradual implementation allows residents sufficient time to adapt to the changing requirements.
The Santa Coloma low emission zone arrives amid increasing pressure from both Catalan and state regulations. Additionally, the threat of losing millions in state public transport subsidies has accelerated implementation across the metropolitan area. Several other municipalities, including L’Hospitalet and Cornellà de Llobregat, have recently activated their own zones following legal challenges.
However, the situation remains uncertain in Badalona, where the local government proposes a modified approach that may exempt residents from certain restrictions. Nevertheless, Santa Coloma’s comprehensive implementation demonstrates the city’s commitment to improving air quality and meeting environmental targets through the Santa Coloma low emission zone initiative.
