A broad coalition of more than 100 Catalan platforms and organisations has united to demand robust legal protections for seasonal rental regulation. The groups, representing over 7,000 entities, have signed a manifesto spearheaded by the Sindicat de Llogateres (Tenants’ Union). They urge the Spanish Congress to “shield” these regulations during upcoming legislative negotiations.

The manifesto was released on Thursday, coinciding with a critical period of negotiation in the Spanish Congress regarding the expansion of housing rights. Meanwhile, the signatories argue that the proliferation of seasonal and room rentals continues to distort the residential market. Therefore, this allows landlords to bypass rent caps and stability guarantees applicable to standard long-term leases.

Seasonal Rental Regulation: A Decisive Month for Housing Law

The Tenants’ Union has described February as a “decisive month” for housing rights in Spain. Consequently, the focus is on the reform of the Urban Leasing Law (LAU), which is scheduled for a congressional vote this month.

According to the union, the proposed reform includes legislation to regulate seasonal and room rentals at a national level. If passed, this would reinforce existing Catalan regulations and close loopholes that currently undermine tenant security. In addition, the reform also proposes mandatory extensions for current rental contracts.

Data shared by the Sindicat de Llogateres indicates that these measures could provide crucial stability for approximately 155,000 Catalan households. Their rental contracts are set to expire in 2026. Without these mandatory extensions, many tenants could face eviction or sharp rent increases.

Seasonal Rental Regulation Gains Broad Social Support

The manifesto has garnered support from a diverse range of civil society actors. This highlights the widespread concern over housing instability. Major trade unions and social organisations have backed the text, including:

  • Major unions such as CCOO, UGT, and CGT.
  • The Taula d’Entitats del Tercer Sector Social de Catalunya (Third Social Sector Table).
  • Entitats Catalanes d’Acció Social (Catalan Social Action Entities).
  • Federated Associations of Families of Students of Catalonia.
  • The National Youth Council of Catalonia.

Political Arithmetic for Seasonal Rental Regulation

The passage of the reform is not guaranteed. The Tenants’ Union noted that the parliamentary arithmetic remains tight. They stated that “for it to obtain a parliamentary majority, it will be necessary for Junts to abstain.”

The outcome of the vote will determine whether the loopholes surrounding temporary leases are closed. These leases are often used to avoid price controls. Therefore, the vote could reshape the rental landscape across Spain. Specifically, it would strengthen Catalonia’s own housing policies.
