Spanish electrical grid saturation has reached a critical point, threatening industrial growth across the country. Nearly 90% of Spain’s electrical substations now lack the technical capacity to connect new projects. Consequently, new data reveals that the national grid lost approximately 2.8 gigawatts (GW) of available power between October and November 2025 alone.
The swift decline in available capacity highlights a widening gap between electrification demand and grid reinforcement speed. An analysis by Fòrum Indústria i Energia (FIE) and Opina 360 indicates that Spanish electrical grid saturation has risen from 82.4% to 85.7% in just eight weeks. Therefore, this rapid increase presents a significant challenge for national infrastructure.

Spanish electrical grid saturation: Capacity shrinking rapidly
The study examined 6,108 substations managed by the country’s 29 largest distributors, covering nearly all supply points. The results show that 5,235 of these facilities no longer have any available margin for new connections. This effectively blocks new industrial developments in vast swathes of the territory.
Available power across the network dropped from over 10 GW in October to just 7.3 GW by early December. This contraction suggests that new industrial projects and general electrification needs are consuming grid capacity far faster than operators can upgrade the infrastructure. Meanwhile, experts warn this creates a scenario of increasing stress for the energy sector.
This strain on energy infrastructure mirrors issues in other sectors, such as Barcelona’s El Prat airport exceeding its design capacity. Access to the grid is becoming the single most determining factor for industrial planning. As a result, companies must locate facilities based on technical availability rather than logistical or economic logic.
Regional disparities in Spanish power access
The saturation is not evenly distributed, with northern and central Spain facing the most severe restrictions. The Basque Country is now the most saturated region, with an index of 99.8%. Navarre and La Rioja follow closely, both recording saturation levels of 99.2%.
This structural saturation is forcing a displacement of industrial opportunities toward specific enclaves that still possess electrical margin. According to the data published in recent reports, Galicia currently leads the country in available capacity with 1,720 MW. Catalonia follows with 1,024 MW, and Andalusia with 870 MW. This available margin is crucial for areas with high economic activity, including Barcelona’s booming tech and startup sector.
However, even regions that previously acted as “escape valves” are filling up. For instance, saturation in the Canary Islands jumped from 32.6% to 60.9%, while the Balearic Islands saw an increase from 38.6% to 50%. Similarly, Asturias and Castilla-La Mancha also recorded significant increases in grid stress.
Major losses in key industrial hubs
Almost every autonomous community has seen its available power capacity shrink. Andalusia recorded the largest absolute loss, shedding 680 MW of capacity. Madrid followed with a loss of 455 MW, and the Valencian Community lost 326 MW.
Only Extremadura and Galicia recorded modest increases in capacity. However, the availability within these regions remains uneven. Technical factors and geographic location continue to limit effective capacity even in areas that appear statistically robust on paper.
The analysis suggests that without accelerated grid reinforcement, the map of industrial opportunity in Spain will continue to shrink. Consequently, development will concentrate in fewer and fewer locations. These infrastructure challenges are not unique to the energy sector.
