VAT fraud scheme investigators have dismantled a massive criminal network accused of defrauding over €300 million in 2024.
Dubbed ‘Pamplinas Stars’, the scheme involved 38 shell companies.
Authorities have arrested five people, including the alleged ringleader who is now in prison.
“This is a major blow against organised financial crime,” a source close to the operation said.
How the VAT Fraud Scheme OperatedThe investigation began in 2024 when tax authorities noticed unusual activity from a wholesale operator.
Officials say the fraud worked through a double mechanism. First, companies declared sales values much lower than actual transactions.
Second, they declared higher expenses than real costs. This allowed them to deduct VAT they hadn’t actually paid.
“The scheme was designed to defraud both collected and uncollected VAT,” explained the Tax Agency.
Raids took place in twelve municipalities across seven regions. None were in Catalonia.
They also confiscated cryptocurrency assets, cash, two artworks, 64 watches, luxury bags.180 kilograms of gold, silver and other metals.
Multiple Companies and Continued OperationsWhen authorities shut down the first fraudulent operator in mid-2024, the activity didn’t stop.
Tax authorities deactivated this company within a month.
Then in December 2024, a third operator started fraudulent activity. This company had previously been selling hydrocarbons from tax warehouses to other operators.
All three operators are now banned from working as hydrocarbon wholesalers.
The network had an “extensive network of frontmen” according to officials.
This case shows how financial crime can evolve rapidly. However, it’s not the only major investigation in the region.
The timing is significant too. When the first operator began in late 2023, different regulations applied.
Previously, companies only had to identify clients and suppliers annually. They could also submit quarterly declarations rather than monthly ones.

The operation expanded quickly across Spain.
