Speed cameras have dramatically improved road safety across Catalonia according to a landmark study published this week. The Catalan Traffic Service revealed that fixed speed cameras have prevented 1,610 injury accidents over two decades, representing a 31% reduction in collisions causing injuries.

Furthermore, the comprehensive analysis shows these safety devices have been particularly effective in preventing serious incidents. Researchers documented a 20% decrease in accidents involving serious injuries or fatalities at locations where the 131 fixed cameras were installed between 2002 and 2023.
Speed Cameras Prove Most Effective Over Time
The study conducted by the Catalan Institute of Public Policy Evaluation delivered surprising findings about long-term effectiveness. Consequently, accident reduction reaches up to 50% when cameras have been operational for twelve years. This suggests drivers gradually adapt their behaviour through sustained exposure to speed enforcement.
Male drivers aged 25-44 demonstrated the most significant behavioural changes according to the data. Moreover, the safety improvements were most pronounced during weekday daylight hours when these demographic groups typically commute.
Researchers employed sophisticated statistical models to ensure accurate results. They specifically used a differences-in-differences approach to isolate the genuine impact of speed cameras from other factors. This methodology prevents distortion from the fact that cameras are often installed at historically dangerous locations.
Speed Cameras Debunk ‘Kangaroo Effect’ Theory
The analysis thoroughly investigated potential negative consequences of speed camera placement. Importantly, researchers found no evidence supporting the so-called ‘kangaroo effect’ theory. This theory suggests drivers brake abruptly before cameras then accelerate dangerously afterward.
Instead, the safety benefits extend well beyond the immediate camera location. Accident reduction occurs both at the enforcement point and within 500-2,000 metres surrounding each device. Therefore, the calming influence of speed cameras creates safer driving conditions across broader road sections.
The Catalan Traffic Service now prioritises mobile and average speed cameras over fixed installations. However, the study authors strongly recommend expanding fixed, clearly signed cameras at high-accident locations. They base this recommendation on the compelling evidence of 372 serious injuries or deaths prevented.
Catalan officials have welcomed these findings with enthusiasm. Interior Minister Núria Parlon confirmed cameras remain central to road safety strategy. “They represent an excellent tool for improving road safety,” she stated, “and we must consider expanding their deployment.”
