Telecogresca festival: Caught between student roots and professional rules
The conflict erupted following changes to how the City Council manages Parc del Fòrum. This massive concrete venue can hold 70,000 people. Marcé criticised organisers for trying to have it both ways. He accused them of wanting “the rules of the big players” while claiming student association protections.
“Today they want to be student-oriented and tomorrow professional,” Marcé said during a Culture Commission meeting. He urged the Telecogresca festival to decide “what it wants to play at”.
Festival organisers paint a different picture. They argue the council forces them to assume “market prices and bureaucratic burdens of a macro-festival”. Meanwhile, they claim this approach suffocates their non-profit model. Officials also deny them access to public grants.

The dispute stems from a new regulatory framework introduced in late 2024. To reduce noise complaints, the council capped large concert days at 30 per year. Additionally, it launched a public competition for available slots. These rules do not apply to every event. For example, the major festival Cruïlla operates under a different city agreement.
Telecogresca applied for a “large format” slot to accommodate 15,000 people. Winning this slot meant accepting commercial promoter financial conditions. The rental cost for a single day now totals approximately €40,000. This includes a fixed cession fee of €17,500 plus €1.50 per attendee.
Had the festival chosen the “small format” category, costs would have remained closer to €23,000. Organisers argue large format fees are designed for 30,000 daily attendees. Therefore, this places a disproportionate burden on their budget.
Future of the Telecogresca festival in doubt
The tender result was formalised in an official resolution published by BSM. Telecogresca secured its place alongside commercial operators like Brunch Electronik Festival. However, this victory came at a steep price.
With tickets priced between €22 and €26.50, margins are thin. Potential box office revenue of €360,000 must cover venue rental, artist fees, and technical requirements. According to Music Business Worldwide, rising operational costs challenge festivals worldwide.
“The administration imposes large corporation requirements on our altruistic entity,” organisers stated. They believe the council prioritises revenue over social initiatives.
Council proposes university funding solution
The City Council suggests Polytechnic University of Catalonia (UPC) funding could help. Marcé stated the council is in talks with the university to cover increased expenses. However, the festival’s long-term viability remains uncertain.
Despite friction, the event proceeds on 28 March. The line-up includes La Ludwig Band, Boikot, Mama Dousha, and La Élite. Nevertheless, the Telecogresca festival Barcelona venue costs debate continues over public space management.
