Telefónica has strengthened its role as a strategic technological partner for Barcelona’s security forces. Consequently, the company has successfully piloted two new solutions designed to transform emergency management: a tactical ‘5G bubble’ and AI-enhanced operation centres.

Developed in collaboration with local agencies including the Mossos d’Esquadra and the Barcelona Fire Service, these technologies guarantee critical connectivity during natural disasters and high-capacity public events. The Telefónica 5G Bubble: Connectivity in Crisis

The flagship innovation, described as a Telefónica 5G bubble, provides robust, low-latency broadband in environments where standard networks fail. The system deploys rapidly via land vehicles, drones, or maritime vessels to create a localised secure network.

This capability is particularly vital for coordinating responses to meteorological catastrophes. For example, it aids responses to floods affecting the Catalan coast or forest fires in Baix Ebre, Tarragona.

The technology recently underwent a major stress test during the Festes de la Mercè. Working alongside the Barcelona Fire Service, the Guàrdia Urbana, and the Municipal Institute of Informatics, the pilot demonstrated how the bubble maintains coordination between units in high-density scenarios.

Esteban Angelats, Head of the Coordination Unit, Operational Technology and Cartography for the Fire Service, highlighted the operational shift this technology represents.

Modernising Emergency Rooms with AI

Parallel to the field connectivity solutions, Telefónica is overhauling emergency response rooms. The modernisation initiative integrates real-time video feeds with artificial intelligence capable of interpreting images and performing advanced data searches.

By consolidating multiple audiovisual sources into a single intelligent interface, commanders can make faster, more precise decisions during complex tactical interventions. Industry leaders, including Miquel Àngel Garcia Alvira of the PGME ICT Commission and Enrique López of AXON, noted that integrating real-time video with advanced analytics is key to accelerating response times.

A Comprehensive Security Ecosystem

These pilots are part of a broader portfolio Telefónica has consolidated for the public security sector. Beyond the 5G bubble, the company is deploying private 4G/5G networks, tactical cloud systems, and cybersecurity solutions.

The ecosystem also includes partnerships for specialised tools, such as Axon’s police ecosystem, Bioidenti’s maritime video analytics, and autonomous satellite connectivity from Telefónica Audiovisual Services. In addition, the strategy reflects the telecommunications giant’s move to become a comprehensive global partner for mission-critical operations. Therefore, it moves beyond simple connectivity to provide end-to-end tactical support.
