Barcelona tourism strategy has become the central battleground in a political crisis threatening the city’s 2026 budget.

The disagreement between Mayor Jaume Collboni’s Socialist party and their Barcelona en Comú coalition partners has escalated to the point where a confidence motion now appears inevitable.

Janet Sanz, leader of Barcelona en Comú, confronted Collboni during Friday’s municipal plenary session with stark statistics about tourism saturation.

“Three out of four residents believe there’s too much tourism,” she stated, “and up to 60% of visitors themselves consider Barcelona overcrowded.”

Barcelona Tourism Approach Divides Coalition Government

The fundamental disagreement centres on whether the city should continue promoting itself as a tourist destination. Barcelona en Comú argues the council should stop elevating Barcelona’s tourist profile, while Collboni’s administration maintains strategic promotion remains essential.

“Why do you want more tourism? You’re a government, not a hotel group,” Sanz challenged the mayor during the heated exchange. She questioned the logic of funding tourist promotion campaigns with public resources while residents grapple with overcrowding.

Collboni responded by reminding Sanz that the phrase “Barcelona can’t fit one more tourist” originally came from her own party. “Look it up in the archives,” he countered, highlighting the political tensions surrounding Barcelona’s tourism management.

Furthermore, the mayor defended his administration’s comprehensive approach to economic diversification and tourism pressure reduction. He pointed to several approved measures, including the complete elimination of tourist apartments by 2028, which would make Barcelona the first city worldwide to take such action.

Additional measures mentioned include the Park Güell ticketing system and reduction of cruise terminals. According to La Vanguardia’s coverage, Collboni emphasised these initiatives demonstrate his commitment to sustainable tourism.

Sanz remained unconvinced, describing the measures as “useless” while the government continues forgiving penalties for operators violating regulations and funding tourism promotion. The disagreement reflects deeper philosophical differences about Barcelona’s future direction.

Collboni concluded by defending his Barcelona tourism strategy as necessary for attracting the type of visitors the city wants. “Promotion is essential to attract cultural tourism and visitors who bring economic value to Barcelona,” he asserted, framing the debate as one about quality versus quantity in tourism development.
