The Organització d’Autònoms de Catalunya (Autcat) has warned that 200,000 self-employed company owners in Catalonia face a “hidden increase” in their social security contributions. This change stems from a new national minimum base introduced by the Spanish government’s Order PJC/297/2026, effective 30 March.

Disproportionate Impact on Catalonia

Autcat reported this Friday that the new regulation’s impact is “especially grave” for Catalonia’s productive sector. The region has the highest proportion of self-employed company owners in Spain. In 2025, Catalonia had 573,585 self-employed individuals. Of these, 34.5% were company owners. This figure represents over a third of the total.

“This reality makes the impact of the new minimum contribution base especially severe on the Catalan productive fabric,” Autcat stated. The organisation highlighted that this fabric primarily consists of small businesses, family enterprises, local commerce, and rural economic activities. The new order sets a minimum monthly base at 1,424 euros. This figure aligns it with Group 7 of the General Regime.

Breaking from Real Income Contributions

Autcat stated this new minimum “breaks with the system of contribution according to real income.” It translates to an increase of up to 135 euros monthly in contributions. Annually, this amounts to 1,620 euros for affected individuals. Many Barcelona residents and those across Catalonia operate small businesses. They rely on predictable costs for their livelihoods. This new base could significantly strain their finances.

The previous system allowed contributions based on actual earnings. However, the new fixed minimum base removes this flexibility. This shift affects a wide range of professionals. It impacts shopkeepers in Barcelona’s Eixample district, home to 260,000 residents. It also affects farmers in rural Catalonia.

Call for Urgent Modification

Autcat has urgently called for a modification of the ministerial order. They seek to reintroduce a transitional period. This would allow affected self-employed individuals to adapt their contribution bases progressively. Autcat aims to offer greater security and predictability for these workers. This measure would help mitigate the financial burden on Catalonia’s vital self-employed sector.
