Catalan President Salvador Illa convened his government this weekend at Món Sant Benet in Sant Fruitós de Bages, Barcelona province. The session began on Saturday with a minute of silence. This honoured the latest victim of femicide in Catalonia, a woman killed by her son in Barcelona's Sant Andreu district.

President Illa urged his government to "put institutions to work at full throttle." He called for focusing energy on legislative challenges.

Government sources stated his goal is to "accelerate Catalonia's transformation and the recovery of European leadership." He also seeks to "ensure shared prosperity that guarantees citizen protection in a context of global uncertainty."

The meeting continues on Saturday with interventions from various ministers. Health Minister Olga Pané is absent due to medical leave.

Illa also invited Francesc Torralba, winner of the recent Josep Pla Award for his essay 'Anatomy of Hope'. Torralba will discuss hope with government members.

Illa believes "Catalonia is a country full of hope, which drives improvement and counters the fear reactionaries try to impose."

Government Priorities and Social Announcement

On Sunday at 09:30, the President will deliver an institutional statement. Government sources indicate he will make a significant social announcement.

This gathering focuses on boosting government action. It also aims to advance administrative reform and public services.

Illa and his government are reviewing projects from 16 departments. These initiatives will launch as the current term approaches its halfway point.

Strategic Meeting Locations

The choice of Món Sant Benet for this meeting holds significance. Món Sant Benet is a cultural and tourism project managed by the Fundació Catalunya-La Pedrera.

Its central feature is the 10th-century Sant Benet de Bages monastery. The artist Ramon Casas's family owned the monastery in the early 20th century. Monastic activity there ended in 1835.

Illa has previously chosen ecclesiastical or tranquil locations for these meetings. The first such session took place in August 2024 at the Monestir de Santa Maria de Poblet. This was shortly after he assumed the presidency.

In April 2025, he gathered his government at the Santuari de la Vall de Núria in Queralbs, Girona. He then took them to Arnes in August 2025, following a summer fire in the Parc Natural dels Ports area.

Budget Challenges and Legislative Hurdles

The government faces a challenging period. An initial year saw several crises.

These included Illa's medical convalescence, a swine fever outbreak, and protests from healthcare workers and teachers. The Rodalies train network also experienced significant disruption.

Illa's mission is to approve the budget before the legislative term's midpoint. However, the Republican Left of Catalonia (ERC) has refused to negotiate.

ERC demands guarantees from the central government that Catalonia will collect income tax (IRPF). This demand has disrupted the government's initial plans.

An eleventh-hour agreement with ERC allowed for negotiation extensions. Illa now faces decisive months.

Failure to secure a budget agreement before the summer break could destabilise the progressive majority. This would push the Catalan legislature into uncharted territory.

Illa's mandate has seen several investment agreements implemented. These include those related to regional financing and the transfer of Rodalies through a joint venture.

The government also made announcements regarding housing. However, problems persist within the railway network. Potential effects of the Middle East conflict also add to global uncertainty.

Despite these challenges, Illa maintained a positive outlook during his recent Sant Jordi institutional statement. He declared, "Catalonia has left behind the time of paralysis and indecision." He added, "Catalonia has left behind the time of division and confrontation. Catalonia today lives in a time of solutions to transform the country."

The outcome of the budget negotiations remains critical for Illa's administration. The planned social announcement on Sunday could provide further insight into the government's immediate focus.
