L'Hospitalet de Llobregat City Council has launched its Second Local Plan for Affective, Sexual, and Gender Diversity (2025-2028). This strategic document outlines municipal actions to guarantee LGBTI rights and prevent discrimination across the city.
The plan emerged from a comprehensive participatory process. This involved local entities, residents, and municipal staff. This collaboration identified specific needs and established key priorities for action within the community. The roadmap features two main strategic lines, encompassing 40 objectives and 99 measurable actions.
The new plan builds upon the success of the first plan, which ran from 2018 to 2022. That initial roadmap saw 71% of its planned actions successfully implemented. L'Hospitalet, a city bordering Barcelona, is home to over 260,000 residents, making such inclusive policies vital for its diverse community.
Integrating Diversity Across Municipal Services
The first strategic line focuses on integrating the diversity perspective across all municipal operations. This includes reviewing existing regulations, planning processes, and public procurement to ensure non-discrimination criteria are met. Additionally, it mandates comprehensive training for municipal staff. The plan also requires adapting municipal documents and spaces for greater inclusivity. It further strengthens specialised services. These include the LGBTI Office and the Comprehensive Care Service (SAI), which provides support to vulnerable individuals.
Fostering Equality and Non-Discrimination
The second strategic line develops targeted actions to ensure effective equality and non-discrimination in various sectors. Measures include promoting labour market integration for LGBTI individuals, with a particular focus on trans people. It also introduces initiatives to foster greater inclusion within sports. Furthermore, the plan reinforces social services to address situations of vulnerability. It includes public space interventions to enhance safety and visibility for diverse communities. Health actions will guarantee care free from stereotypes and biases.
The implementation of this comprehensive plan will continue L'Hospitalet's commitment to fostering an inclusive environment. It aims to ensure all residents experience equality and respect in their daily lives.
