In Andalusia, Vox has said it will vote against Juanma Moreno in Tuesday afternoon’s first investiture ballot, even though his speech on Monday set out several measures that overlap with Vox priorities.

Moreno told the chamber there were only two routes, a legislative agreement with Vox or a repeat election at the end of October. The first vote is due on Tuesday afternoon, with a second vote scheduled for Thursday if needed.

Moreno’s official investiture speech at the Parliament of Andalusia included tax, housing, health and farming measures for the next legislature. Those included further cuts to regional income tax bands, deductions for glasses and contact lenses for under-25s and for people with ALS, a reduction in the property transfer tax, a health guarantee law, new rent aid for young people, a rent-to-buy housing programme, and support for Andalusian farmers, including mirror clauses on imports.

Vox’s main public complaint after the speech was that Moreno did not address immigration directly. Manuel Gavira, Vox’s spokesperson in the Andalusian chamber, said some parts of the speech were welcome and others were not, but singled out immigration as the main omission. Vox linked that issue to its demand for prioridad nacional, a formula it says it has included in agreements with the PP in Aragón, Extremadura, Castilla y León and the Valencian Community.

If Moreno fails to secure investiture this week, the measures in his programme cannot move on to the next legislative stage on the timetable he set out on Monday.
